The UK National Lottery is considering a bid to manage its operations from a new consortium called "The Peoples Lottery" group. The consortium, made up of Sir Richard Branson, Microsoft, J.Walter Thompson, Kellogg, AWI, KPMG Consulting and Cisco Systems, is looking to make several changes in the Lottery's fundamental business. The most dramatic of these changes will be taking the national lottery online. The group's leader, Sir Richard Branson of the Virgin Atlantic Group, has gotten Microsoft and Cisco Systems on his team to ensure that they will have the technology necessary to successfully take this lottery into cyberspace.
The UK Lottery going online will be the most significant development in the lottery's history and will open a new chapter in Internet gaming history. With the United Kingdom setting the standard, other European nations will find it an easier task to get their lotteries online as Brussels, the capital of the European Union, will have the UK's lottery to use an example.
Across the Atlantic, legislators in the United States will be able to measure the effects of taking their State lotteries online. This may be the catalyst needed to jumpstart some state's existing plans to go cyber. Already, we have seen anti-Internet gambling legislation containing exemptions and carve outs that would allow state lotteries online.
The Phillipine Amusement and Gaming Corporation (Pagcor), has insisted that "online gaming must be regulated by the Phillipine government" to ensure that operators can be regulated so that consumers could be protected. Pagcor feels that there is sufficient technology available to ban minors from unlicensed operators.
Pagcor is also insistent that they could effectively limit the potential of problem gambling online by initiating stops in gaming once certain amounts have been lost by a player. For example, if a player looses $500 in one day, the regulated operator would be obliged to stop that player from betting for 24 hours. This would give the player time to cool off before placing their next bet.
It is expected that the Phillipines will have made some progress towards legalized Internet gaming before the new year arrives. The Phillipines will then be another one of over 25 jurisdictions that have licensed Internet Gaming operations from their shores.
